The termination date is 1 October 2026.<\/li>\n<li>More than \u0e3f21.8 billion has already been spent: over \u0e3f9.8 billion by the state and more than \u0e3f12 billion by the private party.<\/li>\n<li>A decision on the project&#8217;s fate \u2014 termination, contract amendment, or a replacement project \u2014 is expected in August\u2013September 2026.<\/li>\n<li>A replacement is being discussed: a 160 km\/h line on the existing railway through Si Racha and Pattaya. This is a proposal, not a decision.<\/li>\n<li>The Pattaya station was planned on the site of the existing railway station in <a href=\"https:\/\/montmari-asia.com\/en\/area\/nong-prue-en\/\">Nong Prue<\/a> tambon. Today it has neither a contractor nor a timeline.<\/li>\n<\/ul>\n<p><em>Data verified as of 29 July 2026.<\/em><\/p>\n<hr \/>\n<h2>If you&#8217;re being offered a condo &#8220;near the future station&#8221;<\/h2>\n<p>&#8220;High-speed rail is coming to Pattaya soon&#8221; is the most persistent phrase in the local real estate vocabulary. It&#8217;s used to justify prices, to sell properties &#8220;near the station,&#8221; and to build five-year return scenarios.<\/p>\n<p>As of July 2026, this phrase doesn&#8217;t match reality. The contract was signed in October 2019. In eight years, not a single metre of track has been built. On 6 July 2026, the concessionaire filed notice to terminate the contract, effective 1 October 2026.<\/p>\n<p>If you&#8217;ve already bought property near the site of the future station, or you&#8217;re considering it, below is a dated, sourced timeline, the amounts already spent, and what&#8217;s actually working in place of the promised railway. This isn&#8217;t confirmed by any primary source, and we don&#8217;t rely on it.<\/p>\n<\/blockquote>\n<hr \/>\n<h2>Timeline: how the project ground to a halt<\/h2>\n<p><strong>19 October 2021.<\/strong> The Cabinet approves, in principle, pandemic relief measures for the concessionaire.<\/p>\n<p><strong>25 October 2021.<\/strong> The concessionaire begins operating the existing Airport Rail Link \u2014 at a loss, around \u0e3f500 million a year.<\/p>\n<p><strong>11 October 2024.<\/strong> The Cabinet approves, in principle, an amendment to the contract.<\/p>\n<p><strong>18 February 2026.<\/strong> State Railway of Thailand (SRT) publishes a &#8220;final&#8221; schedule: amendment signing in July 2026, notice to proceed in August 2026, five years of construction plus six months of testing. Launch \u2014 2032 (<a href=\"https:\/\/www.nationthailand.com\/blogs\/news\/general\/40062691\">Nation Thailand<\/a>).<\/p>\n<p><strong>24 February 2026.<\/strong> The Transport Minister publicly speaks out against the contract amendment.<\/p>\n<p><strong>24 June 2026.<\/strong> SRT&#8217;s acting governor reports that banks have refused to finance the project.<\/p>\n<p><strong>6 July 2026.<\/strong> Asia Era One files notice to terminate the contract under clause 6.2. Termination date: 1 October 2026. The formal reason: a BOI certificate, approved in principle in 2022, expired in 2024 and was never renewed.<\/p>\n<p>July\u2013September 2026 \u2014 SRT&#8217;s roadmap: committees are working through July; in August 2026 the EEC Policy Committee is to choose between amending the contract and terminating it in favour of a &#8220;replacement project&#8221;; in September 2026 the decision goes to the Cabinet.<\/p>\n<hr \/>\n<h2>\u0e3f21.8 billion: how much has been spent, and by whom<\/h2>\n<p>The figure of more than \u0e3f21.8 billion isn&#8217;t an estimate \u2014 it comes from a Nation Thailand industry report dated 11.07.2026.<\/p>\n<p><strong>The state (SRT) \u2014 over \u0e3f9.8 billion:<\/strong><br \/>\n&#8211; \u0e3f5.7 billion \u2014 purchase of 5,521 rai of land for the route;<br \/>\n&#8211; \u0e3f4.1 billion \u2014 utility relocation.<\/p>\n<p><strong>The private party \u2014 over \u0e3f12 billion:<\/strong><br \/>\n&#8211; loss-making operation of the Airport Rail Link \u2014 about \u0e3f500 million a year since October 2021;<br \/>\n&#8211; construction site preparation by Italian-Thai Development \u2014 \u0e3f3.6 billion;<br \/>\n&#8211; the first payment for Airport Rail Link operating rights \u2014 \u0e3f1.07 billion.<\/p>\n<p>One detail that explains how things dragged on this long: the contract carries no penalties for delay. And under a negotiated termination, the concessionaire doesn&#8217;t end up on a government procurement blacklist.<\/p>\n<hr \/>\n<h2>What&#8217;s being discussed instead, and how serious it is<\/h2>\n<p><strong>A medium-speed, 160 km\/h line.<\/strong> The idea: instead of building a new high-speed line, electrify and upgrade the existing eastern railway, with some sections raised onto viaducts.<\/p>\n<p>Route: Don Mueang \u2192 Red Line \u2192 Missing Link \u2192 Suvarnabhumi \u2192 Chachoengsao \u2192 Si Racha \u2192 Pattaya \u2192 U-Tapao.<\/p>\n<p>Budget estimates: \u0e3f44,000 million and \u0e3f15 billion for different sections. Launch timeline \u2014 &#8220;within four years&#8221; of a decision being made, roughly in sync with U-Tapao&#8217;s opening.<\/p>\n<blockquote>\n<p>&#x26a0;&#xfe0f; This is a proposal, not a decision. The only source for the 160 km\/h figure and the budget estimates is <a href=\"https:\/\/thestandard.co\/high-speed-3-airports-project-scrapped\/\">The Standard Wealth, 10.07.2026<\/a>, which cites an anonymous source at the Ministry of Transport. There is no official decision.<\/p>\n<\/blockquote>\n<p>On 13 July 2026, EECO Secretary-General Chula Sukmanop stated that the U-Tapao rail link remains mandatory, but that no new tender is being proposed yet.<\/p>\n<p>Another date on the calendar: the Airport Rail Link operating contract expires on 30 September 2026 \u2014 one day before the main contract&#8217;s termination.<\/p>\n<hr \/>\n<h2>Four reasons the project didn&#8217;t happen<\/h2>\n<p>This breakdown is useful not just on its own, but as a model for evaluating any future promises.<\/p>\n<p>1. The PPP structure proved unviable without passenger traffic. The pandemic wiped out the original forecasts, and the concessionaire had nothing to offset it with: operating the Airport Rail Link ran at a loss of about \u0e3f500 million a year.<\/p>\n<p>2. The contract renegotiation dragged on for years. The relief-measures principle was approved in October 2021, the contract-amendment principle in October 2024. Signing never happened: the &#8220;July 2026&#8221; deadline was missed.<\/p>\n<p><strong>3. Financing never came together.<\/strong> In June 2026, SRT admitted the banks had refused. Without banks, the private party can&#8217;t build.<\/p>\n<p>4. No penalties for delay. The contract has none. Nothing forced either side to move faster.<\/p>\n<p>Add to this the political backdrop: the Transport Minister is publicly against the contract amendment, the dissolution of parliament in December 2025 blocked EEC matters from passing through Cabinet, and in June 2026 oversight of the EEC programme itself changed hands.<\/p>\n<hr \/>\n<h2>What to do if you already bought &#8220;near the station&#8221;<\/h2>\n<p>This isn&#8217;t a hypothetical question: some projects in <a href=\"https:\/\/montmari-asia.com\/en\/area\/nong-prue-en\/\">Nong Prue<\/a> were sold on the argument of a future transport hub.<\/p>\n<p><strong>Don&#8217;t panic.<\/strong> Nothing has been &#8220;cancelled&#8221; in the sense of a loss: the station never physically existed, so nothing is being demolished. What&#8217;s changed is only the probability of it appearing.<\/p>\n<p><strong>Rebuild your scenario.<\/strong> If the property was bought for rental income, evaluate it on current demand, not future passenger traffic. If it was bought for personal use, the station was probably never the key factor anyway.<\/p>\n<p><strong>Don&#8217;t repeat the argument to the next buyer.<\/strong> On resale in 2026, citing a &#8220;future high-speed rail line&#8221; works against the seller: the buyer can check the news in a minute.<\/p>\n<p>Watch August\u2013September 2026. That&#8217;s when the EEC Policy Committee and the Cabinet are due to decide: amend the contract, terminate it, or launch a replacement project. The land bought for the route (5,521 rai) and the relocated utilities aren&#8217;t going anywhere \u2014 they remain an asset for whatever decision comes next.<\/p>\n<hr \/>\n<h2>What this means for Pattaya and for your property<\/h2>\n<h3>The Nong Prue station<\/h3>\n<p>The high-speed rail station was planned on the site of Pattaya&#8217;s existing railway station, in <a href=\"https:\/\/montmari-asia.com\/en\/area\/nong-prue-en\/\">Nong Prue<\/a> tambon. Today the site has no contractor, no timeline, and no approved design.<\/p>\n<p>If you&#8217;re considering a purchase on the argument &#8220;near the high-speed rail station&#8221; \u2014 that argument no longer holds. What exists is a railway station with a few trains a day.<\/p>\n<h3>Pattaya&#8217;s monorail has taken a hit too<\/h3>\n<p>The planned northern terminus of the &#8220;Green Line&#8221; monorail is that same high-speed rail station. The monorail itself hasn&#8217;t moved past the feasibility-study stage: no funding, no confirmed environmental approval, no Cabinet decision. Promised timelines have slipped at least twice \u2014 Pattaya Mail wrote around 2021, &#8220;Pattaya monorail debut set for 2026,&#8221; and The Pattaya News wrote in June 2023, &#8220;first beach rail expected done by 2026.&#8221; Neither happened.<\/p>\n<p>What&#8217;s more, an earlier relocation of the high-speed rail station already forced a redesign of the monorail route. Now the route simply has no northern anchor point at all.<\/p>\n<p>The Green Line&#8217;s budget is estimated at over \u0e3f10 billion, with no funding allocated. The last confirmed milestone was October 2025, when the mayor said the environmental impact assessment was being finalized. In the nine months since, we found no report of the EIA being approved, no opinion from the economic planning authority, and no Cabinet decision.<\/p>\n<h3>How to actually get to Pattaya today<\/h3>\n<p>The M7 Pattaya\u2013Map Ta Phut motorway. Operating. 32 km, 4\u20136 lanes, \u0e3f17.8 billion invested, opened in 2020, tolled since 1 March 2021. Three toll plazas: Huai Yai (exit to Sukhumvit, closest to South Pattaya and Jomtien), Khao Chi On, and U-Tapao.<\/p>\n<p><strong>The M7 exit to U-Tapao<\/strong> is under construction, due in 2028. Details in our <a href=\"\/blog\/78480\/\">article on the airport<\/a>.<\/p>\n<p><strong>The Si Racha interchange on M7<\/strong> is under construction, expected to open in 2027.<\/p>\n<p>Getting to Bangkok today means a car or bus on the motorway. That will remain the case for the next few years.<\/p>\n<hr \/>\n<h2>What this means for the buyer<\/h2>\n<p>1. Take the railway out of your calculations. Not because it will definitely never happen, but because as of July 2026 there&#8217;s no contract, no contractor, no decision, and no financing. Any timeline you&#8217;re given is a guess.<\/p>\n<p>2. &#8220;Near the station&#8221; isn&#8217;t a premium. A location near Pattaya&#8217;s railway station has its own merits, but &#8220;future transport hub&#8221; isn&#8217;t currently one of them.<\/p>\n<p>3. Eight years is a useful benchmark for judging other promises. A project with a signed \u0e3f224 billion contract, backed by five of the country&#8217;s largest contractors, with land already purchased, hasn&#8217;t moved. Projects still at the feasibility-study stage \u2014 the monorail, the cruise terminal \u2014 should be judged accordingly.<\/p>\n<p>4. If a seller uses the high-speed rail line as a selling point, treat it as a test of their diligence. The information is public and unambiguous. Not knowing it in mid-2026 says something about how carefully they check their facts.<\/p>\n<p>5. Look at what&#8217;s actually been built. The M7 motorway is operating. The Pattaya-Klang tunnel has been open since 2017. Drainage along Railway Road is under construction, due January 2027.
