If a project presentation shows you 2025, the material hasn&#8217;t been updated in at least three years.<\/p>\n<\/blockquote>\n<h3>Thai Airways MRO<\/h3>\n<p>An aircraft maintenance, repair, and overhaul center: agreements have been reached, scope is \u0e3f10\u201313 billion, and construction is set to begin in early 2027.<\/p>\n<hr \/>\n<h2>Where &#8220;60 Million Passengers&#8221; Came From, and Why It&#8217;s Wrong<\/h2>\n<p>You&#8217;ll find this figure in almost every piece written about Pattaya. Usually paired with the year 2029.<\/p>\n<p>Here&#8217;s what the documents actually say:<\/p>\n<ul>\n<li>The project is divided into 6 phases.<\/li>\n<li>Investment in each subsequent phase is triggered once the previous phase reaches 80% capacity utilization.<\/li>\n<li>60 million passengers a year is the final target after all six phases, with no date specified.<\/li>\n<li>Phase one opens in 2031, with the first terminal&#8217;s capacity at 3\u20134 million passengers a year.<\/li>\n<\/ul>\n<p>In other words, between &#8220;3\u20134 million in 2031&#8221; and &#8220;60 million someday&#8221; lie five more phases, each starting only after the previous one fills to 80%. No source gives a 2029 date for the 60 million mark, and we won&#8217;t be using it.<\/p>\n<p>What&#8217;s actually planned beyond passenger throughput: a cargo hub handling over 1 million tonnes a year, and a commercial Airport City zone \u2014 a shopping mall, an MICE venue, an arena, hotels, medical tourism facilities, a racetrack, and a theme park. An airport 30\u201340 km away is a factor, not a magic wand. Let&#8217;s go district by district.<\/p>\n<h3><a href=\"https:\/\/montmari-asia.com\/en\/area\/bang-saray-en-2\/\">Bang Saray<\/a><\/h3>\n<p>Geographically the closest of our districts to U-Tapao. That said, we found no infrastructure or coastal works of Bang Saray&#8217;s own \u2014 no shoreline programs, no drainage projects, no road projects.<\/p>\n<p>So U-Tapao&#8217;s influence here is indirect: the airport improves the area&#8217;s overall transport access, but no projects &#8220;for the airport&#8221; have actually been launched in Bang Saray itself.<\/p>\n<p>Separately: Bang Saray has never fallen under any adopted master plan, and the draft Sattahip plan is at stage 3 of 8. The only known standard from DPT&#8217;s response is an FAR of no more than 3.5:1 in the medium-density zone \u2014 lower than what&#8217;s proposed for Banglamung (4:1). If the plan is adopted in this form, development here will be legally less dense than in Pattaya.<\/p>\n<p>A genuine downside worth knowing about: on February 18, 2026, residents discovered a drainage pipe emerging directly onto Na-Jomtien beach, discharging black wastewater. The incident is documented.<\/p>\n<h3><a href=\"https:\/\/montmari-asia.com\/en\/area\/huai-yai-en\/\">Huai Yai<\/a><\/h3>\n<p>Weakly connected to the airport, but this is where the M7 &#8220;Huai Yai&#8221; toll gate sits \u2014 the nearest motorway exit to South Pattaya and Jomtien. The announced commercial component includes:<\/p>\n<ul>\n<li>a shopping mall and an MICE venue (conferences and exhibitions);<\/li>\n<li>an indoor arena;<\/li>\n<li>hotels and medical tourism facilities;<\/li>\n<li>a racetrack and a theme park;<\/li>\n<li>a cargo hub with capacity over 1 million tonnes a year;<\/li>\n<li>an aircraft MRO center.<\/li>\n<\/ul>\n<p>Construction of the commercial zones is slated to begin in late 2026.<\/p>\n<p>How to view this: the list comes from project materials from the concessionaire and EECO. For none of these facilities except MRO did we find a contract with a contractor, amount, and deadline. So this is a plan, not a construction project. It&#8217;s worth verifying using the same logic as everything else: contract, contractor, deadline, budget.<\/p>\n<p>One more detail worth remembering: investment in phases 2\u20136 is triggered only once the previous phase reaches 80% capacity utilization. In other words, the commercial program is tied to actual passenger volume, not to a calendar.<\/p>\n<hr \/>\n<h2>What This Means for Buyers<\/h2>\n<p>1. U-Tapao is a real project, but on a 2031 horizon. If you&#8217;re buying property for a 3\u20135 year timeframe, the airport barely affects your scenario. If you&#8217;re looking at 10+ years, it matters \u2014 but as one factor among many.<\/p>\n<p>2. Don&#8217;t pay a premium for &#8220;the airport is opening soon.&#8221; Phase one opens in five years, with a capacity of 3\u20134 million passengers, not 60 million. For comparison: Suvarnabhumi handles tens of millions of passengers and is a two-hour drive away on a functioning motorway.<\/p>\n<p>3. Road access will improve before the airport does. The M7 exit and the widening of Highway 3 to eight lanes are due in 2028. That&#8217;s closer and more concrete.<\/p>\n<p>4. The absence of a railway isn&#8217;t a temporary detail \u2014 it&#8217;s the baseline scenario. The airport was deliberately decoupled from it. Don&#8217;t plan on &#8220;land at U-Tapao, hop on the high-speed train&#8221; for the coming years.<\/p>\n<p>5.
