The planning horizon runs to 2037.<\/li>\n<li>For a property buyer, what matters isn&#8217;t the incentives but the fact that the EEC land-use plan legally counts as a city plan and has replaced Pattaya&#8217;s cancelled master plan.<\/li>\n<li>Banglamung district has no industrial zones. There&#8217;s EECiti (a business and residential city) and a medical cluster \u2014 the profile isn&#8217;t industrial.<\/li>\n<li>No special conditions for foreign property purchases have been introduced in the EEC. No expanded quotas, no freehold on land.<\/li>\n<li>99-year leases haven&#8217;t been adopted. The cap is still 30 years. What&#8217;s more, on 18 March 2025 Thailand&#8217;s Supreme Court ruled &#8220;30+30+30&#8221; lease schemes void beyond the initial 30 years.<\/li>\n<li>An EEC Visa of up to 10 years has been introduced, along with the EEC ID digital identification (launching May 2026). These concern work and residency, not property ownership.<\/li>\n<li>The real risk right now: on 6 July 2026 the Prime Minister ordered a nationwide crackdown on nominee land ownership specifically because of the situation in the EEC.<\/li>\n<\/ul>\n<p><em>Data verified 29 July 2026.<\/em><\/p>\n<hr \/>\n<h2>Is it worth buying a condo for the region&#8217;s future growth?<\/h2>\n<p>&#8220;This is the EEC, the region of the future&#8221; is the first argument in nearly every sales presentation in Pattaya. It&#8217;s usually followed by a picture of the airport and a hint that you should buy now, while it&#8217;s still cheap.<\/p>\n<p>Let&#8217;s look at this calmly, without the pictures: what the government&#8217;s program for developing eastern Thailand actually gives a private home buyer, what it doesn&#8217;t give and never intended to, and what risks it has brought along with the money.<\/p>\n<p>The short answer: the program hasn&#8217;t introduced a single benefit for foreign home buyers. No expanded quotas, no land freehold, no 99-year leases. What it has changed are the construction rules \u2014 and that&#8217;s the only thing that actually affects your property. It has also added a risk that became quite tangible in 2026, one you&#8217;re unlikely to hear about in a sales office.<\/p>\n<hr \/>\n<h2>What the presentation shows you, and what&#8217;s behind it<\/h2>\n<p>You&#8217;ll see the EEC abbreviation in every presentation, usually alongside a picture of the airport captioned &#8220;region of the future.&#8221; Let&#8217;s look at what&#8217;s behind it, according to the actual documents.<\/p>\n<p>The EEC is a special development zone created by a 2018 law (\u0e1e.\u0e23.\u0e1a.\u0e40\u0e02\u0e15\u0e1e\u0e31\u0e12\u0e19\u0e32\u0e1e\u0e34\u0e40\u0e28\u0e29\u0e20\u0e32\u0e04\u0e15\u0e30\u0e27\u0e31\u0e19\u0e2d\u0e2d\u0e01 \u0e1e.\u0e28. 2561). The program covers five jurisdictions, runs on a 20-year horizon \u2014 to 2580 in the Buddhist calendar (2037) \u2014 spans 8.29 million rai, and is designed for a population of over 6 million.<\/p>\n<p>The program has three main instruments:<\/p>\n<ol>\n<li><strong>A land-use plan<\/strong> \u2014 defines what can be built where.<\/li>\n<li>Promotion zones (\u0e40\u0e02\u0e15\u0e2a\u0e48\u0e07\u0e40\u0e2a\u0e23\u0e34\u0e21\u0e40\u0e28\u0e23\u0e29\u0e10\u0e01\u0e34\u0e08\u0e1e\u0e34\u0e40\u0e28\u0e29) \u2014 areas with tax and regulatory incentives for investors.<\/li>\n<li><strong>Legal innovations<\/strong> \u2014 visas, work permits, financial relief for businesses.<\/li>\n<\/ol>\n<p>None of the three is aimed directly at a private condo or villa buyer. But the first instrument affects you the most.<\/p>\n<hr \/>\n<h2>The one thing the program actually changes for your deal<\/h2>\n<p>Here&#8217;s a fact that&#8217;s rarely explained.<\/p>\n<p>Under the EEC law, the land-use plan approved by the Cabinet &#8220;is deemed a comprehensive city plan under city-planning legislation.&#8221; Previous plans within EEC boundaries cease to apply.<\/p>\n<p>On 9 December 2019 the plan was published in the Royal Gazette (<a href=\"https:\/\/www.reic.or.th\/Upload\/51_80456_1578917700_51854.pdf\">\u0e40\u0e25\u0e48\u0e21 136 \u0e15\u0e2d\u0e19\u0e1e\u0e34\u0e40\u0e28\u0e29 301 \u0e07<\/a>). From that moment, <a href=\"\/blog\/78477\/\">Pattaya&#8217;s 2015 master plan was cancelled<\/a> \u2014 along with the Chonburi provincial plan and four other city plans.<\/p>\n<p>What this means in practice:<\/p>\n<ul>\n<li>The EEC plan contains no FAR, no OSR, no height limits in meters. We checked the full text: the corresponding Thai terms appear zero times. Regulation works through lists of permitted activities.<\/li>\n<li>There are no public maps of EEC zones tied to specific plots. The Royal Gazette PDF contains only text descriptions of boundaries. So claims like &#8220;this plot is in such-and-such EEC zone&#8221; can&#8217;t be verified without a document from the DPT.<\/li>\n<li>The EEC plan is temporary by design. Clause 3 states outright that it will cease to apply in an area once the Ministry of Interior introduces a new comprehensive plan there. District plans for Banglamung (stage 4 of 8) and Sattahip (stage 3 of 8) haven&#8217;t been adopted yet \u2014 but when they are, the rules will change.<\/li>\n<\/ul>\n<p>This alone makes the EEC conversation anything but abstract: it determines what gets built on the plot next door.<\/p>\n<hr \/>\n<h2>What&#8217;s actually being built near Pattaya<\/h2>\n<p>As of 28 August 2025, the EEC has 46 promotion zones: 32 industrial-format zones and 14 non-industrial. In other words, the district&#8217;s development profile is business, medical, and residential, not industrial. The EEC&#8217;s factories are in Rayong, Chachoengsao, and northern Chonburi.<\/p>\n<hr \/>\n<h2>What you get as a private buyer \u2014 and what you don&#8217;t<\/h2>\n<p>Let&#8217;s split this into &#8220;yes&#8221; and &#8220;no.&#8221;<\/p>\n<h3>Yes<\/h3>\n<p>An EEC Visa valid for up to 10 years. Approved by the Cabinet, aimed at specialists, investors, and executives working in promotion zones. In 2026 it&#8217;s being complemented by EEC ID \u2014 digital identification for foreigners holding an EEC Visa, launching in May 2026.<\/p>\n<p><strong>Financial relief for businesses.<\/strong> A regulation on foreign-currency loans took effect on 10 February 2026.<\/p>\n<p><strong>In the works but not yet adopted:<\/strong> the right for foreign engineers to work in promotion zones (public consultation ran from 18 March to 16 April 2026), similar regulation for doctors (before the Cabinet), and rules for registering leases of state land in promotion zones.<\/p>\n<h3>No<\/h3>\n<p>There are no special conditions for foreign property purchases. No expansion of the 49% condominium quota, no land ownership rights, no simplified schemes. No EEC-specific relief has been introduced in this area. If anyone tells you otherwise, ask for the regulation.<\/p>\n<p>There&#8217;s no 99-year lease. A draft law raising the lease cap from 30 to 99 years was pushed in 2024\u20132025 and, as of mid-2026, remains unadopted. The cap is still 30 years.<\/p>\n<p>What&#8217;s more, the long-term lease situation got tougher in 2025. In a ruling dated 18 March 2025 (\u0e04\u0e33\u0e1e\u0e34\u0e1e\u0e32\u0e01\u0e29\u0e32\u0e0e\u0e35\u0e01\u0e32 4655\/2566), the Supreme Court declared &#8220;30+30+30&#8221; schemes and automatic renewal void beyond the first 30 years \u2014 even when registered with the Land Department and fully prepaid. This directly hits leasehold offerings, of which Pattaya has plenty. These are different metrics that often get mixed up in marketing materials.<\/p>\n<\/blockquote>\n<p>What does this mean for Pattaya&#8217;s housing market? Honestly \u2014 there&#8217;s no direct link. Most of the investment inflow goes into digital and electronics, and their production facilities aren&#8217;t in Banglamung. It indirectly affects rental demand from specialists, but we won&#8217;t be converting \u0e3f145 billion in investment into a percentage of condo price growth \u2014 nobody has shown that correlation.<\/p>\n<hr \/>\n<h2>Three risks that could cost you your property<\/h2>\n<h3>1. The nominee land-ownership crackdown<\/h3>\n<p>On 6 July 2026, Prime Minister Anutin Charnvirakul ordered a nationwide crackdown on nominee land ownership following reports that large plots in the EEC were being bought up using foreign capital. The order specifically references earlier raids in Phuket and Koh Pha Ngan that saw illegally registered rights annulled (<a href=\"https:\/\/www.nationthailand.com\/news\/general\/40068324\">Nation Thailand, 06.07.2026<\/a>).<\/p>\n<p>For anyone considering buying land through a Thai company with nominee shareholders, this risk isn&#8217;t theoretical \u2014 it&#8217;s current. We don&#8217;t support or recommend such schemes.<\/p>\n<h3>2. Political turbulence around the program<\/h3>\n<ul>\n<li>In December 2025, parliament&#8217;s dissolution blocked EEC matters from being brought to the Cabinet.<\/li>\n<li>In June 2026, Prime Minister Anutin took EEC oversight away from Deputy PM Phiphat Ratchakitprakarn and took personal charge of the relevant committee, redirecting the program toward food security and data centers.<\/li>\n<li>A new set of plans for 2571\u20132575 (2028\u20132032) is only now being drafted: the first meeting was held 1 April 2026, with completion expected by the end of 2026.<\/li>\n<\/ul>\n<p>A shift in program-level priorities means the list of &#8220;anchor&#8221; projects can change. Planning uncertainty<\/h3>\n<p>Neither Banglamung nor Sattahip has an adopted district plan. The EEC plan functions as a stopgap and, by design, will give way to a district plan once one is adopted. That&#8217;s not a disaster \u2014 but it&#8217;s not &#8220;stable rules for 20 years&#8221; either.<\/p>\n<hr \/>\n<h2>What this means for a buyer<\/h2>\n<p>The EEC isn&#8217;t a discount coupon or a growth guarantee. It&#8217;s a framework that determines what can be built near you, and one where the state invests in infrastructure \u2014 sometimes successfully (U-Tapao), sometimes not (the high-speed rail line).<\/p>\n<p>Practical takeaways:<\/p>\n<ol>\n<li><strong>Don&#8217;t buy &#8220;because of the EEC.&#8221;<\/strong> Buy for a specific scenario: to live in, to rent out, to resell. A 20-year program is a poor argument for a 3\u20135-year decision.<\/li>\n<li>Check that a promotion zone legally exists. LifeSphere Pattaya has been approved by committee but not published in the Royal Gazette. The difference between &#8220;approved&#8221; and &#8220;published&#8221; is the difference between a plan and a right.<\/li>\n<li>Don&#8217;t believe in &#8220;special conditions for foreigners in the EEC.&#8221; There aren&#8217;t any.<\/li>\n<li>Calculate leasehold based on 30 years, not 90.
